Open Stamp Commons is operated by Alpha Romeo Delta LLC, which provides legal, technical, and operational infrastructure and holds final editorial authority over the catalog, exercised transparently and in public — every privileged action is logged, and every decision affecting records, contributor status, or policy is published. Stewards, appointed from the community, share day-to-day editorial work: moderation, dispute resolution, and edit approval.

Open Stamp Commons is pre-launch. Currently, the founding LLC admin operates as sole Steward — a deliberate, transparently-disclosed condition of starting from zero, since the project is being built before a community exists to appoint Stewards from. As contributors emerge and demonstrate sustained quality, they are appointed as Stewards. There is no fixed target or timeline for how many.

Every registered contributor begins as a Newcomer. Trust advances automatically as records are verified.

• Newcomer — vote weight 0.5.
• Contributor — vote weight 1. Earned at five verified submissions.
• Trusted — vote weight 2. Twenty-five verified submissions and six months active.
• Steward — vote weight 5. Appointed by Open Stamp Commons from Trusted contributors.

A record reaches Verified status when the weighted Confirm total reaches 5, with at least three distinct contributors and one Level 2+ Confirmer. A single Steward Confirm satisfies all three conditions simultaneously.

The Community Contribution Specification defines a formal amendment process for these governing documents: anyone may propose an amendment, followed by a public comment period (thirty days for routine amendments, sixty days for changes to the OSID format), and a decision published by Open Stamp Commons with its rationale. Every revision remains visible in each document's version history.
